The Director of Special Intelligence presents his compliments to the Under Secretary of State for Foreign Affairs and begs to say that it is desired to make arrangements for the Censorship of letters to and from the Chinese labourers whom it is proposed to engage for employment in France.
With regard to letters from the labourers it is suggested that as many as possible shall be examined before despatch and that the rest shall, if the necessary arrangements can be made, be censored at HongKong. Brigadier-General Cockerill is in communication with the Colonial Office on this point. With reference to letters from China to the labourers it is desired that, if possible, all of these shall be read at Hongkong, and Brigadier- General Cockerill would be glad if arrangements could be made, if the Colonial Office has no objection, for the labourers to be informed that they should instruct
